Carol A. Gardner

Carol joined TEDc as Chief Financial Officer in 1995 and was named President seven years later, in 2002. Since then, she has spearheaded over $140 million in new housing and has grown TEDc’s portfolio to over $400 million in affordable housing and commercial projects.

Carol possesses a wealth of expertise in project structuring, joint venture financing, and resources for economic development. She is a licensed CPA in multiple states and has served as a member of Miami-Dade County’s Affordable Housing Advisory Board and the City of Miami’s Audit Advisory Committee.

Development Manager

Crystal Jackson

With more than 15 years in the industry, Crystal has solid expertise in asset management, valuation and analysis, and affordable housing development. As Development Manager, she oversees TEDc’s thriving portfolio of housing units and 200,000 square feet of commercial and retail space.

Construction and Facilities Manager

Miguel Zaldivar

Miguel’s responsibilities include negotiating construction contracts as well as performing budget analyses and cost/needs assessments. He also develops and manages relocation plans and ensures that TEDc’s developments are compliant and operating smoothly. Additionally, Miguel is a State-certified general contractor and an authorized instructor with OSHA.

Heidi Rigby

Heidi manages TEDc’s and TPMC’s financial affairs, including its audit functions and investments. With degrees in both finance and accounting, her recognized experience in analytical forecasting and financial reporting includes custom solutions for investors and lenders.

Real Estate Portfolio Manager

Josephine Mnkande

For over 20 years, Josephine has managed multifamily assets and new acquisitions. She directs TPMC, TEDc’s property management division, and she also oversees contracts and property-related legal affairs.

Accountant and Manager, Non-Traditional Initiatives

James Paulk Jr.

James has key responsibility for TEDc’s accounting functions, including preparing financial records and statements to ensure compliance. Additionally, he works with local leaders, especially faith leaders, to develop unused or under-utilized land in creative ways that will serve their community.

Once construction is complete, we turn the keys over to our wholly-owned subsidiary, TPMC, which has managed our properties for over three decades.
